Clearing up some policy myths
There seem to be more rumors circulating lately about YouTube’s content policies than there are about Jennifer’s baby bump, so we’d like to clarify a few misconceptions.
Myth #1: YouTube pre-screens the videos that you upload.
Truth: 48 hours of video are uploaded to YouTube every minute. It’s not possible to proactively review this much content. Believe us. And even if it were, it would be far less effective than deploying all of you—our global community—to help us identify videos that potentially violate our Community Guidelines. You all have really stepped up to the task, flagging thousands upon thousands of videos every day. After you flag videos, YouTube staff review them against our Community Guidelines. If they violate our Guidelines, they come down. If they don’t, they stay up, sometimes with an age-restriction.
Myth #2: If I repeatedly flag a video, it will come down.
Truth: No matter how many times you flag Baby, it will not come down. It’s been flagged. We’ve reviewed it. And it does not violate our Community Guidelines. If you’ve considered spearheading a flagging campaign to bring down a video you don’t like, save yourself the time. Videos that don’t violate our Guidelines simply won’t be taken off the site for policy reasons.
Myth #3: If I flag a video, the uploader will know who I am.
Truth: We do not reveal any of your personal information when you flag content for a Community Guidelines violation.
Myth #4: If I inaccurately report content that I genuinely believe violates YouTube’s policies, my account will be terminated.
Truth: People who flag in good faith will not be penalized for inaccurately reporting content. That said, if you’re looking to improve your flagging skills, take a minute to review our Community Guidelines.
Myth #5: If my video is removed for a Community Guidelines violation, that’s the end of the story.
Truth: We have a video appeals process that allows users to appeal a video strike if they disagree with our team’s decision. Our reviewers are human too. We review a lot of content, and we occasionally make mistakes. We aim to keep these mistakes to a minimum and try to fix any errors we may have made.
Myth #6: If someone puts an embarrassing or otherwise sensitive video of me on YouTube, it will remain on the site forever.
Truth: Whether you’re singing karaoke or riding the mechanical bull at a bar, we all do things we’d rather not have broadcasted to the world. If a video contains your image or other personal information and you didn’t consent to it, you can submit a privacy removal request.
Myth #7: YouTube censors art.
Truth: We support free expression and want YouTube to be a place where artists can showcase their work, even if that work contains some skin. We don’t typically allow nudity that’s sexual in nature. If your video contains nudity and you clearly explain the artistic, educational, or scientific context, it may stay up with an age-restriction. What do we mean by context?
Myth #8: It’s a good idea to include tags like ‘Lady Gaga’ and ‘Double Rainbow’ in my video title and description even if they’re unrelated to my video.
Truth: Tags are meant to help users find relevant videos. It’s not cool to use unrelated tags to try to trick people into watching your video. Select tags that accurately describe your video. If you do take the low road, your video will likely be struck for misleading metadata.
Myth #9: We [YouTube’s Policy Team] are robots.
Truth: We are in fact real people equipped with brains, hearts and strong moral compasses. As cheesy as it may sound, we don’t just do this job because we get paid to watch videos all day; we do it because we care about YouTube and want you to have a positive experience on our site.

What about the policy of accepting governments input to censor politically volatile content as reported by current TV... is that true?
This made me laugh, but in a bitter sort of way. As someone who had my own family videos flagged for privacy violation by some trolls, with NO chance to appeal the decision, I find it highly ridiculous to read this sort of stuff. Videos containing only MYSELF as well as MY FAMILY, who all consented, taken down because someone wanted to get my channel suspended, while channels that impersonate me by using my actual image and my full legal name, sending messages to my friends pretending to be me remain up, with me getting an automated message telling me no privacy violation could be detected. Laughable.
Nice article!
It's about time someone on Youtube's end brought up the whole "misleading titles and tags" issue - there are truckloads of people who badly need to learn that.
Nice post. Problem with youtube is duplicate content. People are copying videos and re-posting them on youtube........
The second myth 'LOL' people actually done that? pretty jokes.
Anyways, I love YouTube, although it sucks because people steal my videos and re-upload them and one even managed to get 200,000 views whilst mine only has 30,000 :\
Good to know!
Very good blog with some helpful information. Still I think you guys should release a video demonstration of how YouTube reviews flagged videos. Something similar to the Victoria Grand presentation that is on Blip.TV, only more professionally produced. Once people see for themselves how it is done they will understand the flagging process better
Awww , you just open your heart to the youtube community in this article ,I don't know about others i like youTube more than anybody ,Its world best and Amazing site . i can watch latest music and watch trailers of games :')
very nice YouTube. :D I'm glad you have answered all the YouTube rumors floating around. I like the fact that misleading tags can be annoying in a way. :)
Wow, I honestly used to believe that youtube screened every single video that was uploaded.
Related to myth #3, is it true that when filing a counter-notice against a false DMCA, the false filer will get contact details of the victim of the DMCA abuse?
Related to myth #6, if a YouTuber A posts a video to which YouTuber B posts a video response including clips of YouTuber A in order to rebut, comment, and/or critique, is it true that YouTuber A has no right to flag YouTuber B's video?
That last one i find hard to chew. Most of the time it feels as if everything about this site is automated. New features get dumped on us that mess up our experience with the site, only to be reverted a few days later. There is no interaction between you guys and us. Every email we send goes nowhere. You depend on a fully automated help system that isn't helpful most of the time. Even if a video does violate our privacy, showing our faces or names, I've had videos that never came down regardless. And don't get me started on all the false DMCAs that never get settled.
+1'ed!
"Videos that don’t violate our Guidelines simply won’t be taken off the site for policy reasons."
As a Partner who has lost thousands of dollars in revenue to *37* different bogus-restrictions, I find this comment absolutely laughable. I know they were nonsense, since your policy team eventually reviewed, and reversed all of them...
YouTube isn't perfect, I understand that. But I have issue with you trying to suggesting otherwise. The flagging system is FAR from a perfect system. Don't claim otherwise... own it -- improve it.
7: Bull. There are several tribute videos or videos less than three seconds long where you do one of two things: you mute the video completely, or you audio swap it with Dreamscape. There has never been a time where doing this wasn't completely ridiculous.
8: Don't insult me. There are literally hundreds of THOUSANDS of hack videos with tag spam being uploaded every day, which YOU DO NOTHING ABOUT. This I know for a fact. Type "paper mario" in the Search bar, sort it out by Upload Date, and prove me wrong.
9: Yet you never listen to our feedback. You implement more and more unnecessary changes that only the tasteless 1% of your community likes. You took away the avatars in the video description, moved the description under the video, made the Related Videos box non existent and people have to scroll away from the video they're already viewing, etc etc etc. That's not all: It is incredibly easy to make another account even if another is terminated. Any competent administrators would put in an IP block system or something. Sure, it wouldn't be any better, but it at least shows you're trying instead of looking like you don't give a damn. Then there's your most recent change: Why? Why do you never explain what was so bad about the last one that it needs to be changed? And why do you almost never let anyone else know about it until you force it on us like we're pigs that will eat anything up? You say you're human, but every action you "people" take is making me believe more and more that you're a bunch of cold greedy slobs who are trying to rival Sega in being unforgivably ignorant and awful.
And now someone is going to tell me "If you don't like it then leave". To that person I will say: How good is your life that you will lie down and accept terrible quality? If Youtube was a dam with a large crack getting larger and larger, you would most likely not notice until the town you live in was under water.
Maybe your policy team has a brazilian or at least one person who understands Portuguese?
some videos have age restriction because there are only a few words ...
You must understand that in brazilian cultura not every time someone
says a dirty word in a video
will be considered an adult video
;-)

.....we are now in a new time , a time for the great change...I know that this is not what you tube was meant to promote..freedom of speech..someone somewhere thought BIG MONEY..but it is now the peoples only way to communicate ..the corporate media will not let us see TRUTH..the government is lying in the most horrendous way..and the United States is tired of it...we like our lives..we want change but not destruction ...I watch Countdown 2010 video's ..HE IS HARMLESS..some of them i do not like but it is about opinions...If we are firm believers in Democracy we would have respect for Mr. Kemner ...he loves his family ..he has love for his fellow humans...WHAT MORE IS THERE?? Yes..it is only though love that we will have the change necessary for a better future...
I respectfully ask that you restore Mr. Kemner's channel..this would be a renewal of faith that we are not lost yet..that there may be still a chance for humanity..that democracy can be in play even in the corporate world....If you do not like a video as I have done..you simply do not go there and watch it..
censorship=communism
this is not really a debatable question...it is aimed at those who control y tube...you tube allows the electronic fingers of the humans to connect...this is impossible without a central circuit...the connection via voice..vision..is not complete... but with the addition of reading it is the closest thing to standing side by side...this is what is needed now....we stand as one...we want countdown 2010's channel restored...it is FAIR
This could not be farther from the truth as I have experienced my self as a dedicated creative content provider & originator of the first & original microwave entertainment show here on youtube that earned me my partnership to begin with. I have been here on youtube since nearly the beginning of YOutube itself. I have faced massive amounts of Anti-islamic hate spam rhetoric, sabotage and ongoing hate motivated cyber bullying harassment in the last few years that have included threats, hate speech, spam that have led to well over a hundred flag spammed videos, including strikes and wronful suspensions that do NOT violate TOS. I have forwarded and emailed letters and evidence to both partner support & youtube staff who still refuse to address the problem. The mis-use of your flag system, abuse of your site features by such users and allowing hate speech against muslims that violates your TOS to propagate out of control on youtube is disgusting and irrepressible which has led me with no other choice but to file a complaint with the BBB in California and CAIR. Seriously staff, you need to protect your content providers from abuse and take action against those whom are attacking people's work including mine. Allowing hate speech and hate motivated mis-use of your flag system and site features is a very serious problem. I want you to watch my video statement regarding this matter: www.YoutubeBigotry.com . I have pleaded to youtube staff to help for years and I may as well be howling at the moon!!!
I'm a supporter of dOvetastic and his work. His channel has been continuously targeted by trolls (pretending to be fans of jpizzle's microwaving show) and people who hate muslisms. He has had threats of violence and people have urged violence against him (and have included Google Earth links to his location). They have continuously falsely flagged his videos and have also done false copyright claims. He has appealed every one, and every one is still being rejected. He is now suspended from his main account, and YouTube has said if he tries to use his alternate channel to circumvent the suspension, he will be banned permanently from the site.
This is very, very unfair treatment. He's a nice guy who is just trying to entertain the masses by microwaving things; He does it in a safe environment complete with "Do not try this at home" disclaimers and has plenty of safety equipment. And there's no "gross content" in his videos, and half of the videos that were flagged for music copyright infringement contain NO MUSIC.
How do you explain all THAT? "Videos that are spam flagged will not come down"? You're full of crap.
